Shipping from the USA to France

France is a North Europe lane with a Mediterranean option: Le Havre for Paris and the North, Marseille when the cargo is going south or onwards into the Med. Direct East Coast services exist; the paperwork is EU-standard, with French specifics around excise, labelling and the importer’s EORI.

Ocean or air to France

Ocean

Cost
Lowest per unit
Typical cargo
Retail consolidations, machinery, food, industrial parts

Ocean when you have three weeks. Le Havre is the default from Newark and Savannah. Marseille only wins if the inland destination is the South, or the box is feeding a Med onward move — otherwise you pay to truck it back north.

Air

Transit
2–4 days
Cost
4–6× ocean per kg
Typical cargo
Spares, samples, fashion drops, pharma, high-value electronics

Air into Charles de Gaulle for anything that has to be in a Paris DC this week. Lyon and Marseille airports exist for southern deliveries that should not clear in Paris and then ride a truck to Provence.

What it costs

LCL into Le Havre is regular and usually competitive under 8–10 m³. Fashion and retail often want FCL anyway because carton counts, labelling and DC appointments do not survive a shared deconsolidation well. We price both and say when the CFS saving is false economy.

Le Havre versus Marseille
Le Havre is closer to Île-de-France and the North. Marseille looks attractive on a Med map and then costs a day plus haulage if the DC is near Paris.
Strikes and port windows
French port and rail action is a planning fact, not a rumour. When a stoppage is announced we re-route via Dunkirk, Antwerp or air rather than hoping it lifts.
Peak retail
Autumn space into Le Havre tightens with the rest of North Europe. Book earlier than you would for a quiet February sailing.
Excise goods
Alcohol, tobacco and some energy products carry French excise on top of duty and VAT. That line can exceed the freight.
Duty and VAT
Import VAT is 20%. Duty is the EU tariff. Reduced VAT exists for some food and books — classification has to be right to claim it.
Language on the invoice
A clear English commercial invoice is accepted; vague descriptions in any language are what Douane pulls. French commodity wording on the declaration is our agent’s job.

Entry points

Ocean

Le Havre

France’s main container gateway from the U.S. East Coast, and the right discharge for Paris, Normandy and the North.

Ocean

Marseille Fos

Mediterranean gateway for the South, and for cargo that continues by short-sea rather than crossing France by truck.

Ocean

Dunkirk

Useful overflow when Le Havre is disrupted; strong for industrial cargo in the North and towards Belgium.

Air

Paris Charles de Gaulle (CDG)

The default U.S.–France cargo airport, with the widest belly and freighter choice.

Air

Lyon (LYS)

Clears closer to the Rhône industrial belt than routing everything through Paris.

Air

Marseille (MRS)

Southern deliveries without a Paris clearance and a long road leg.

Customs and paperwork

France clears under EU rules through Douane. The importer needs an EORI and a TARIC code. Alcohol, food and dual-use goods pick up extra French controls on top of the Union Customs Code.

U.S. export side

  • Commercial invoice with values, Incoterm and both parties
  • Packing list with piece count, weights and dimensions
  • AES / EEI filing where value or commodity requires it
  • Bill of lading or air waybill instructions
  • SDS and DG declaration for hazardous cargo

France import side

  • EORI number for the EU importer
  • Import declaration with TARIC commodity codes
  • Proof of origin where a preference is claimed
  • Excise documentation for alcohol, tobacco and energy products
  • Health or phytosanitary certificates for food, plants and animal products
Import VAT
20% standard rate on customs value plus duty and freight; reduced rates on some food and publications
Customs duty
EU Common External Tariff — commodity-specific, often 0% on industrial machinery
Excise
Additional on alcohol, tobacco and some energy products — can dwarf the ocean rate
Who pays
The importer of record. DDP requires an EU VAT setup; we will not pretend DDP is free if you are not registered

France-specific points worth knowing

  • Le Havre is the right port for most U.S. cargo. Marseille is not a cheaper Hamburg — it is a different geography.
  • Port and rail industrial action happens. We treat announced stoppages as a routing constraint, not as a surprise after the vessel has sailed.
  • Wine, spirits and food need the right sanitary and excise papers. A generic “foodstuffs” invoice is how Douane opens the box.
  • ISPM 15 wood packaging is enforced. Unmarked pallets are not a debate at Le Havre.

Prohibited and restricted

Cannot be shipped

  • Counterfeit and pirated goods
  • Narcotics and certain chemicals
  • Prohibited weapons
  • Endangered species products under CITES
  • Certain foodstuffs from non-approved origins
  • Goods covered by an EU import ban

Needs a permit or licence

  • Alcohol and tobacco — excise and licensing
  • Medicines and medical devices — authorisation
  • Plants, seeds and many agricultural products
  • Dual-use and military items — licence
  • Radio equipment — conformity marking
  • Cultural goods and ivory — permits

Why GLP on this lane

East Coast sailings that actually call Le Havre

We book the loop that discharges in France, not a cheap transhipment that lands in Antwerp and then argues about a truck.

Port disruption planned around, not hoped away

When Le Havre or French rail is stopped, the file already has Dunkirk, Antwerp or air as the alternative — written, with the cost.

Retail and industrial cargo on the same coordinator

Carton-level packing lists for DCs, and crating for machines. France is both, and mixing the two on one vague booking is how appointments are missed.

Questions about shipping to France

How long does shipping from the USA to France take?

About 14–18 days Newark to Le Havre on a direct FCL, 16–21 days as a planning range, longer via Marseille or from the West Coast. Air is 2–4 days into CDG. Add inland delivery from the port or airport.

How much VAT and duty apply in France?

Import VAT is 20% on the customs value plus duty and freight. Duty is the EU tariff. Alcohol and tobacco add excise. We show the landed-cost lines separately from the freight.

Le Havre or Marseille?

Le Havre if the cargo is going to Paris or the North. Marseille if it is staying in the South or continuing in the Med. The inland truck often costs more than the ocean difference.

Can you ship wine, food or cosmetics to France?

Yes, with the sanitary, labelling and (for alcohol) excise documents in place before sailing. We will not book a food or drink shipment on a commercial invoice that says “samples”.

What if there is a strike?

We re-route. That can mean a different French port, a Belgian discharge plus truck, or air for the urgent slice. Silence until the port reopens is not a plan.

Do I need a French importer of record?

Someone in the EU with an EORI has to be the importer. If you sell DDP and are not established, you need a fiscal representative. We flag that at quote, not at the dock.
