Shipping from the USA to the United Arab Emirates

The UAE is a Gulf lane with a free-zone twist: Jebel Ali takes the ocean, Dubai and Abu Dhabi take the air, and whether the consignee is mainland or in JAFZA changes the duty more than the freight rate does. Houston and Newark both work; Houston is often the better ocean origin for energy and project cargo.

Ocean or air to UAE

Ocean

Transit
20–28 days
Cost
Lowest per unit
Typical cargo
Project and energy equipment, retail, re-export cargo, vehicles

Ocean when you have four weeks. Direct or single-transhipment services into Jebel Ali are the default. A cheap extra relay in the Med or the Subcontinent adds heat-time on reefers and handling risk on project pieces.

Air

Transit
2–4 days
Cost
5–8× ocean per kg
Typical cargo
Spares, electronics, pharma, documents, urgent project parts

Air into DXB or AUH when a site or a DC date will not wait for Jebel Ali. Summer heat still matters: some products cannot sit on the ramp, even for a short dwell.

What it costs

Jebel Ali LCL is well served because the port is a regional consolidation hub. Under about 10 m³ LCL is usually cheaper. Project cargo and anything that must stay sealed to a free-zone or mainland delivery should be FCL. Re-export boxes that will leave the UAE again often want FCL so the seals stay intact.

Mainland versus free zone
Mainland imports generally pay 5% customs duty plus 5% VAT. Many free-zone movements defer duty until the goods enter the mainland — or never, if they re-export. The consignee’s status belongs on the quote.
Jebel Ali versus Khalifa
Jebel Ali is the default. Khalifa (Abu Dhabi) wins when the delivery is Abu Dhabi or a KIZAD consignee. Trucking Dubai–Abu Dhabi is cheap until the box is project cargo.
Origin gateway
Houston for energy and Gulf-origin U.S. cargo; Newark for East Coast general cargo. West Coast via the Cape or a relay is a longer product.
Peak and heat
Retail peak and summer both affect capacity and what you can leave sitting. Reefers and some chemicals need a plan, not a yard dwell.
Re-export
A large share of UAE cargo is not staying. If the box is transiting, say so — documentation and free-zone handling change.
Duty and VAT
Standard customs duty is 5% on CIF for many goods; VAT is 5%. Some commodities are 0% duty, some are banned. We do not guess from a vague description.

Entry points

Ocean

Jebel Ali (Dubai)

The default U.S. discharge and one of the world’s largest container terminals. Best for Dubai, northern Emirates and re-export.

Ocean

Khalifa Port (Abu Dhabi)

Abu Dhabi and KIZAD cargo without a Dubai truck. Growing U.S. calls.

Ocean

Sharjah / Port Khalid

Useful for some breakbulk and regional feeders; not the first choice for a standard FCL from the U.S.

Air

Dubai International (DXB) / Al Maktoum (DWC)

DXB for most belly cargo; DWC for freighter-heavy and overflow. Both clear UAE imports.

Air

Abu Dhabi (AUH)

When the consignee is Abu Dhabi — avoids a Dubai clearance and a road transfer.

Air

Sharjah (SHJ)

Some freighter operations and a backup when DXB is tight.

Customs and paperwork

UAE customs is federal in framework and emirate-level in practice. Dubai Customs and Abu Dhabi Customs are not interchangeable files. Free-zone companies and mainland importers follow different duty paths, which we need to know before the vessel arrives.

U.S. export side

  • Commercial invoice with values, Incoterm and both parties
  • Packing list with piece count, weights and dimensions
  • AES / EEI filing where value or commodity requires it
  • Bill of lading or air waybill instructions
  • Certificate of origin when the importer or the HS code requires it

UAE import side

  • Importer registration (mainland licence or free-zone entity)
  • Import declaration in the relevant emirate
  • Certificate of origin for many commercial entries
  • Conformity / Emirates Authority for Standardization and Metrology paperwork where the product is regulated
  • Permits for food, medicines, telecoms and chemicals
Customs duty
Typically 5% of CIF on many goods; some categories 0%, some prohibited. Free-zone entries may defer duty
VAT
5% on most taxable imports, with rules that differ for designated zones
Who pays
The importer of record in the UAE. DDP only works if that party is set up to clear
Free zone
Goods remaining in a designated zone are often not duty-paid until they enter the mainland. Re-exports can leave without a mainland duty event

UAE-specific points worth knowing

  • Tell us mainland versus free zone at quote stage. It changes duty, the clearing party and sometimes the terminal.
  • A certificate of origin is routinely asked for on commercial entries. Getting it after arrival is how Jebel Ali accrues storage.
  • Summer ramp and yard temperatures are a cargo constraint, not a weather remark. Reefers, chocolate, some chemicals and adhesives need a dwell plan.
  • Product conformity (ESMA / EQM) applies to many consumer and electrical goods. Non-compliant stock clears slowly or not at all.

Prohibited and restricted

Cannot be shipped

  • Narcotics and some pharmaceuticals without a permit
  • Gambling equipment and related material
  • Counterfeit goods
  • Ivory and CITES-restricted wildlife products
  • Certain publications and media that violate UAE law
  • Goods from restricted origins under current sanctions

Needs a permit or licence

  • Food and agricultural products — permits and labelling
  • Medicines and medical devices — Ministry approval
  • Telecoms and radio equipment — conformity
  • Chemicals and DG — civil defence / customs permits
  • Alcohol — licensed importers only
  • Used vehicles and machinery — age and specification rules

Why GLP on this lane

Houston and Newark, chosen by the cargo

Energy and project pieces usually belong on a Gulf load-out from Houston. General cargo from the Northeast loads in Newark. We do not drag everything to one coast.

Free-zone versus mainland is on the booking

Duty, VAT and the clearing entity are decided before sailing, so Jebel Ali is not discovering the consignee type on arrival.

Re-export and local delivery treated as different jobs

A box staying in Dubai and a box transiting to the wider Gulf are not the same file. We quote the one you actually need.

Questions about shipping to UAE

How long does shipping from the USA to the UAE take?

About 22–28 days Newark to Jebel Ali on ocean FCL, 24–30 from Houston, longer from the West Coast. Air is 2–4 days into Dubai. Free-zone versus mainland does not change the sailing; it changes clearance after.

How much duty and VAT will I pay in the UAE?

Many goods pay 5% customs duty on CIF plus 5% VAT. Free-zone companies may defer duty if the goods stay in the zone or re-export. Restricted categories differ — we classify before promising a number.

Jebel Ali or Khalifa?

Jebel Ali for Dubai and most re-export. Khalifa when the consignee is Abu Dhabi or KIZAD. We pick on the delivery, not on which terminal had a cheaper ocean rate that week.

Can you ship to a free zone?

Yes. We need the zone, the entity name and whether the cargo will remain, enter the mainland, or re-export. Those three facts write the customs path.

Do I need a certificate of origin?

Often yes for commercial UAE entries. Arrange it in the U.S. before sailing. We will tell you when the HS code or the importer’s broker requires it.

Can you handle project and energy cargo into the UAE?

Yes — including out-of-gauge into Jebel Ali, with the inland and site constraints on the file. Heat, permits and crane availability are part of the quote, not a surprise at the gate.
